Evergreen/Killarney Association Meeting Notice
The Evergreen/Killarney HOA members will meet on Friday, September 6, 2024, at the Hillside Restaurant (main dining level, east room) beginning at 6 PM.
I am pleased to welcome Tara and Joey Liesinger as new neighbors and now part of the Association. The Liesinger's purchased and moved into the property formally owned by Wally and Doris Johnson.
We will begin with a short business meeting which will include review of the financials, road repaving update, election of a board member. Following the meeting we will enjoy pizza (and perhaps a side) sponsored by Evergreen/Killarney Association, and social time. Libations will be available on your own.

Evergreen/Killarney Association Meeting Notice
The semiannual gathering of members of the Evergreen/Killarney Association will be held on Friday, May 31, 2024 at the home of Chuck and Megan Wiseman (6502 Evergreen Acres Drive). The Association will provide some beer/wine. Chuck and Megan are making pulled pork! Please bring a dish to share, such as coleslaw, green salad, pasta salad, fruit salad, baked beans, chips/dip, dessert, etc. If you wish to BYOB or beer, feel free to do so.
We will convene for a business meeting at 6 PM. Primary items to be addressed will include:
1. Financial Status: Barb Sample
2. FY2025 (June 1, 2024 through May31, 2025) Dues: Board has approved maintaining the current dues level at $425. The Special Assessment (year 5) of $250 for work on the Evergreen Shelterbelt also remains unchanged.
3. Road Condition/Maintenance/Future Improvement: At its January meeting the Association board agreed to begin a conversation concerning the condition of the road and the expected replacement likely to be needed within the next few years. Information on the condition of the road, likely schedule for replacement, estimated cost for replacement and options for payment will be presented. This is NOT an action item but rather a presentation of information based on estimates and advice from a reputable asphalt company.

"Entry" Paving: The "Entry" section (from 237th street to the Stop sign
was essentially repaved in about 2010.

Evergreen Acres Tree Management Plan: Year Three (FY2023) and Year Four (FY2024)
I wish to provide a summary of the work completed and use of Special Assessment funds for the third and fourth year of the ten-year project to rejuvenate the shelterbelt along Evergreen Acres. This project was approved by vote in 2020 with the goal of removing and replacing about 150 ash trees which will be affected by the emerald ash borer.
During the summer/fall of 2022 through the fall of 2023 here is what was completed:
· Funding: The third and fourth project years (FY2023 and FY2024) of Special Assessment funds were collected along with the general Association dues. In total $5,250 in Special Assessment funds (21 properties at $250 each) was collected for each year.
· Work Completed during FY2023-FY2024 (June 1, 2022 through May 31, 2024):
a. Stump grinding: In July 2022 22 stumps were removed at a cost of $1,100 bringing the total stumps removed to 96. About 120 stumps remain to be removed.
b. Tree removal: During the fall of 2022 KLF Arborists removed another 30 ash trees at a cost of $4,702.50. This group of 30 ash trees was the 'second section' of trees to be removed (starting at Milliron's and moving north).
With the removal of this 'second section' of trees about 40% (60) of the total of 150 ash trees had been removed.
c. Revised tree removal schedule: During the fall of 2022 the board learned that Chris Frankenhoff, owner of KLF Arborists wished to begin phasing out of the tree removal portion of his arborist business. Accordingly, the board negotiated a revised schedule for removing the remaining 90 ash trees. In March 2023 a new contract was agreed upon with KLF Arborists. Per the new contract accelerated removal of all remaining 90 ash trees (and a few additional dead trees in the shelterbelt) would be completed by KLF Arborists during calendar 2023. Payment to be made by the Association from Special Assessment funds for this work was set at $15,240. KLF Arborists agreed to accept payments over a four year period beginning in FY2024 per the following schedule:
$3,500 due July 1, 2023 (FY2024) Paid July 2023
$3,500 due July 1, 2024 (FY2025)
$3,500 due July 1, 2025 (FY2026)
$4,740 due July 1, 2026 (FY2027)
$15,240 Total
KLF Arborists removed all remaining ash and other trees (about 90) in late October and early November 2023. In total about 150 ash trees were removed from the shelterbelt. Any additional expenses during FY204 which ends on May 31, 2024 will be reflected in a future report.
· FY2025 (June 1, 2024-May 31, 2025) Work Plan: Planting of scrubs (likely Dogwoods) along the west edge of the shelterbelt will be the primary focus during the summer of 2024. Selected other trees may also be planted during this period. Stump grinding remains a task to be completed but will not be a priority during FY 2025. Also, payment of year two (or four) in the amount of $3,500 will be paid to KLF Arborists in July 2024.

Lastly, the neighborhood safety gate at the north end of Evergreen Acres road will be closed for Memorial Day, Fourth of July and Labor Day holiday periods.
Here is the board adopted safety gate Closure Schedule:
Memorial Day: Friday (PM) May 24 through Tuesday AM May 27.
4th of July: Wednesday (PM) July 3 through Monday (AM) July 8.
Labor Day: Friday (PM) August 31 through Tuesday (AM) September
MARK YOUR CALENDARS: The Evergreen/Killarney HOA members will meet on Friday September 8, 2023, at the Hillside Steak House Restaurant beginning at 6 PM. We will have a members meeting beginning at 6 PM followed by social time with Pizza (provided by the Association) and your choice of beverages (on your own).
The member meeting will include a financial report, updates and reports on road upkeep, Evergreen shelterbelt work. safety gate, and nomination/election of a board member.
I expect removal of the remaining 90 ash trees in the shelterbelt road adjacent to the Evergreen Road will be completed during September.
The three-year term on the board of Austin Parks ends this month. He has indicated a willingness to serve another term. All other HOA members are eligible to serve on the five person HOA board. Please let me know if others are interested in serving. Nominations will also be accepted at the meeting. If two or more candidates are nominated all members will be offered the chance to vote for their choice via electronic means soon after the member meeting.

Also, the safety gate on the north end of Evergreen Road was closed for the Labor Day Weekend later this afternoon. It will be reopened next Tuesday morning. A new sign was also placed on the south end of Evergreen Road providing notice of the gate closure and no outlet. Going forward that sign will be posted during the time the gate is closed.

Per the Association by-laws the fall membership meeting will be held on Friday, September 8, 2023 at the Hillside Restaurant beginning at 6 PM. We will begin a membership meeting at 6 PM to be followed by a social with Hillside pizza furnished by the Association. The meeting agenda will include updates/discussion on the Association's financials, road work, shelterbelt progress and first use of the safety gate.
The by-laws also require election of HOA board members at this meeting. The five members of the board are divided into three groups as follows:
Term expiring September 2023 Austin Parks
Term expiring September 2024 Chuck Wiseman and Shawn Miller
Term expiring September 2025 Sue Flynn and Jeff Nelson
Brian Johnson serves as a board alternate. Association policy is to solicit nominations (including self-nominations) to be made up to or during the fall member meeting. If an election is required, an electronic ballot will be conducted among all HOA members within the week following the membership meeting. If an election is not needed the nominee will be elected by unanimous consent at the September 8 meeting. Each term of office is three years.
One board member will be elected this year. To date Austin Parks has been nominated.
All members are eligible to serve on the board. Any nomination, other than a self-nomination, must have the consent of the individual being nominated. Let me, or any member of the current board know if you wish to be nominated.

With the apparent arrival of spring, I thought a brief update would be appropriate:
New Signs: New Private Road, No Drive Thru, Private Road, Do Not Enter and two No Motor Vehicles (in the shelterbelt) signs have been installed. Pending approval by the GFP a Slow, Gate Ahead sign will be placed near the north end of Evergreen Road.
Safety Gate: The Safety Gate approved last fall for periodic use on the north end of the Evergreen Road will be completed and installed soon. Initially, it will be closed for a few days during the Memorial, Fourth of July and Labor Day weekends.
Ash Trees be Gone: KLF Arborists will remove the remaining 90 or so ash trees from the shelterbelt adjacent to the Evergreen Road later this month or in June.
Spring Member Meeting-June 2, 6 PM Hillside: Please consider attending for a little business, great pizza, and neighborly socializing.
FY2024 Dues: The board is recommending no change in dues for the next fiscal year (June1, 2023-May 31, 2024). If you wish to pay your dues early, it would be appreciated. General Dues remain at $425 for all HOA members and the Special Assessment of $250 for 21 members on Evergreen (total of $675) for the shelterbelt tree work can be sent anytime to Evergreen Killarney Association, PO Box 140, Madison, SD 57042.
New Neighbor: Next week we bid farewell to Rick and Susan Kriech who have sold their home on Evergreen. The Lane Domeyer family has purchased the property and hopefully will attend the June 2 member meeting.

The fall member gathering will be held on Friday, September 9, 2022 at the Hillside Restaurant beginning with a business meeting at 6 PM. The meeting will be followed by pizza and social time.
The agenda for the meeting will include the following:
1. Financial Update and Dues Payment status: Barb Sample
2. Road maintenance/snow removal plans: Austin Parks
3. Safety Gate: Review of proposals for gate installation (at the end of Evergreen Acres road0 and determine whether to move forward. If installed, the gate would be closed infrequently, mostly, if not exclusively on Friday evenings and Saturday during busy summer weekends. Its purpose would be to moderate traffic and improve safety on Association roadways during these times.
4. Shelterbelt Project: Review of upcoming work on the Evergreen shelterbelt which is being funded by a special assessment.
5. Director Nominations: The three-year terms of Jack Lundie and Jeff Nelson expire in September. Jack has chosen not to be a candidate for another term. Sue Flynn and Jeff Nelson have agreed to be nominated for a three-year term. Nominations for other candidates to serve on the board will be accepted up to and during the fall gathering on September 9. Per our election policy if additional nominations are received a vote by email will be conducted in the week following the fall gathering. If no other nominations are received, Sue Flynn and Jeff Nelson will be elected by unanimous consent at the September 9 fall gathering. Greetings to all as we start 2022.
I wanted to provide this brief update.
Our budget is in good shape, in most part due to little snow removal, so far.
I wish to also welcome John and Kaylee Koch and their family to the neighborhood. They have purchased Burbach's home on Evergreen and will be spending part time (mostly summer) here. Welcome!
Also, Mike and Sue Flynn have sold their home in Sioux Falls and have moved full time to their place on Evergreen Acres. Welcome as full timers.
There is much construction going on along Evergreen with Wiseman's making good progress on what will be a beautiful new home. Ritter's are also doing a full makeover of their home and will have a significant upgrade by spring. Congratulations to both.
I will soon be sending a 'Year Two' summary of the Tree Project to the 21 landowners along Evergreen Acres who are sponsoring this rehabilitation of the shelterbelt. To date 30 ash trees have been removed and 25 new saplings were planted in May 2021. Going into winter most of the saplings seemed to have had a good start. Another 30 ash trees are scheduled for removal during 2022.
Last, there is renewed consideration being given to the development of the currently undeveloped property owned by Jeff Heinemeyer adjacent to 237th St. A concept which appears to be moving forward could offer about 40 to 45 lots for development in the undeveloped land south of Killarney Road between the respective west and east Killarney entrances (to the Association on the west and to Lenola on the east) and bounded by 237th St. on the south side.
As we end year two of the 10 year Tree Project we are making good progress. Please go to the Shelter Belt tab to review a summary of the work completed this year and the overall status of the project.
This year (FY2022) was devoted primarily to planting replacement saplings for the first 30 ash trees which were removed in year one. This year we also accomplished the removal (grinding) of 40 stumps. With removal of the stumps left by the first 30 ash trees removed and other 'legacy' stumps there remains only about 15 'legacy' stumps to be removed. At the beginning there were about 50 'legacy' stumps in the shelterbelt.
In year three, this year, we will remove another 30 ash trees, and continue to nurture the 25 new saplings which were planted in May 2021. Going into the winter most of the saplings appeared to be in good condition.
We have stayed within the budget and will work hard to do so going forward.

Please accept this a notice of the Association's Fall Gathering which is also the Evergreen Acres Annual Meeting.
We had initially scheduled this meeting for September 12 but have be unable to arrange a suitable location.
Accordingly, the meeting will be held on Friday, September 10, 2021, beginning with a brief business meeting beginning at 6 PM at the Hillside Restaurant. Following the business meeting we will have pizza and time to socialize. (Please note this location could change pending confirmation from the Hillside).
The nomination of a new director to the Association's board will be the most significant item of business. Incumbent Judy Beran has chosen not to be considered for another term. Nominations for this three-year term are open with Austin Parks currently the sole nominee. Nominations will be accepted through the Annual Meeting and an election will be held via electronic means if addition nominations are received.
Please direct all nominations to Jeff Nelson.
Status reports on financials, road maintenance, and progress on the shelterbelt management project will be made along with any other items which members may wish to raise.
Please come to the meeting on Friday, September 10 at 6 PM.

October 8, 2015: So much for notice of work to be done. For those who live here you are aware that today Parking Lot Improvement completed the crack seal work on the Association road. Looks like they did a good job. JLN
October 7, 2015: Parking Lot Improvement, Inc has emerged from its absence and has indicated to Terry that they will complete the crackseal work for which we had contracted earlier this year. At the Fall Gathering we reported this company had likely folded because we had been unable to contact them. They have indicated the work will be done soon and that they will give us a day or two advance notice. The road will be available to traffic other than during the time when they apply the crackseal material which will be brief.
